The President of the European Parliament, Lord Henry Plumb, has said that much of the £18 billion spent on the Common Agricultural Policy (CAP) wasn’t really benefiting farmers, but rather cold storage operators and intervention depots. Lord Plumb was speaking at a European Journalists Conference in Mayo.
