Galway City residents in the Rahoon Park Corporation flats complain about the unusual system of block heating which denies them to regulate the temperatures in their homes.

This means that temperature is set for blocks of 10 or 12 flats, and the tenants do not have any individual controls.
Newsround spoke to residents of the flats about the living conditions in the complex. Chairman of the Tenant's Association, Phil McDonagh outlines the grievances.
Rahoon Park on the outskirts of Galway city is home to 1,100 people. The 276 flats were built in 1970 to address Galway's housing problem.
