The Government has taken a major step towards ensuring that cash continues to be used in the economy.
At present the vast majority of transactions are carried out electronically.
Minister for Finance Jack Chambers said State organisations will have to continue to accept cash as he published the Government's National Payments Strategy.
He said a lot of people in society still use cash on a daily basis and the strategy is to ensure there is facilitation of cash for public services.
However, the Government has not yet mandated retailers to accept cash.
Minister Chambers indicated an EU directive is expected to result in shops being required to accept cash.
He said the Government is preparing for the EU Tender Regulation, which will involve "wider obligations" for the State, that will become law by 2026.
This will involve "future acceptance of cash for goods and services by the wider economy."
He said the National Payments Strategy was also aimed at helping to protect people against fraud.
