The remains of the Irishman killed in Bolivia on Thursday will be flown home this weekend for burial.
An official from the Irish Embassy in Argentina secured the release of Michael Dwyer’s body.
Later today, an Irish diplomat is to meet senior Bolivian government officials to discuss the circumstances surrounding the death of the 24-year-old.
This morning, the Taoiseach said the thoughts of the Government are with Mr Dwyer's family.
Mr Cowen said the Government will wait until the official report is back to the Department of Foreign Affairs before taking any further action.
Mr Dwyer, from Ballinderry, Co Tipperary, was killed in Santa Cruz.
He was one of three men killed in a shooting incident with police.
A spokesperson for the Department of Foreign Affairs said it was hoped there would be a discussion of the factors surrounding Mr Dwyer's death.
Exact details of what happened on Thursday remain unclear but, after the shooting, the Bolivian police said that they had foiled an alleged plot to assassinate Bolivian President Evo Morales.
