NAMA has announced further details of its plans to build commercial and residential developments in the Dublin docklands.
The residential project will require €5.6 billion of funding. The project will deliver 20,000 homes and four million square feet of commercial space.
The plan will see 2,000 residential units built in Dublin's docklands.
There will be other housing projects in Foxrock, Knocklyon, Dun Laoghaire, Swords, Baldolyle, Kilternan and Castleknock.
There will be further housing in counties Meath, Kildare and Wicklow.
NAMA will look for joint venture partners interested in co-funding the programme and construction of projects.
Some 30,000 construction jobs will be created in the building project.
Finance Minister Michael Noonan said most of the 20,000 units would be starter homes.
He said the market was not able to supply the required office and residential accommodation and NAMA was required to do the job.
"This is not a pie in the sky announcement - this is real," the Minister stated.
The plan will include two new bridges across the River Liffey and a €170m funding plan for Boland's Quay for offices, apartments and shops.
The plan will cover 15 sites in Dublin's North and South Docklands.
The agency's chief executive Brendan McDonagh said the funding programme is designed to maximise the return to Irish taxpayers on NAMA's secured assets.
"These are commercial ventures and they will also contribute to making the Dublin Docklands a better place to live, work, invest and create jobs," Mr McDonagh said.
"We are on track to make a significant contribution to delivering large numbers of quality new homes where people need them but it will still only be 20% of the forecast market demand," he added.
