ESB unions say talks with management on reducing pay costs by €140m have broken down.
The unions say they are now in a dispute situation, and will be consulting their members on the issue.
The group of unions said they had put what they described as a "comprehensive" proposal to management in the early hours of this morning. They accused ESB management of tabling a new position which effectively rejected the unions' proposal.
The unions have now withdrawn their proposal.
