Taxis will not be allowed into Phoenix Park or on other routes busy with people travelling to or from the Papal mass on Sunday, according to gardaí.
However, they will be facilitated in entering the controlled access zone if conditions allow, according to Supt John Ferris of garda communications.
The controlled access zone extends east of the M50 between the N3, N4 and N7, south to the Grand Canal; north to Cross Guns Bridge and west of O'Connell Street.
Many roads inside the cordon will be closed but others will be open to access for residents and taxis.
However, gardaí stress that vehicles will not be able access to the main walking routes and hubs such as Kylemore Rd in Ballyfermot or the Navan Road especially in the hours immediately before and after the event.

Only two taxi ranks - at Aston Quay and Heuston Station - will actually be closed while there will be accommodation for taxis at Dublin Industrial Estate in Glasnevin.
The National Transport Authority points out that traffic restrictions can be avoided by travelling to the east of the city centre as the East Link bridge, the Port Tunnel and M1 operating as normal.
The authority says taxis wanting to take passengers to the Rotunda or Holles St hospitals will be facilitated.
The restrictions will be in force from 6am to 11pm on Sunday, while on Saturday rolling road closures during the afternoon will affect the core north and south city centre.
