The Green Party is calling on the Government to use 700 sites around the country to build cost rental homes.
The cost rental housing model means that the rent charged would reflect costs but not market forces.
The party will move a motion in the Dáil this evening to direct the new National Regeneration and Development Agency to designate Cathal Brugha Barracks in Rathmines, Dublin and Broadstone Bus Garage in Dublin as the first locations for this type of housing.
The Green Party believes that 3,000 homes could be built at the two locations.
The homes could then be rented to people who are currently spending more than one third of their income on rental accommodation, the party says.
