SIPTU members working in Blanchardstown and Inner City Home Care in Dublin have voted overwhelmingly in favour of strike action in a dispute over pay.
Blanchardstown and Inner City Home Care is a Section 39 organisation operating under a tender agreement with the Health Service Executive.
Organisations funded in this way were deemed to be "out of scope" of a pay deal agreed for Section 39 workers last year.
Section 39 organisations are privately owned charities and agencies that are contracted by the State to provide healthcare services.
Hundreds of care workers were excluded from a pay deal agreed in March 2025, with the HSE saying at the time funding for services commissioned through tendering arrangements were not covered in the agreement as these were separately contracted with providers.
SIPTU said its members at Blanchardstown and Inner City Home Care are experiencing pay inequality compared to colleagues carrying out the same work in other Section 39 agencies.
"They deserve to be recognised and valued for the skilled, compassionate care they deliver every day," said SIPTU Organiser Michelle Waller.
"SIPTU is calling on the employer and relevant State bodies to engage meaningfully and urgently to resolve this dispute and avoid disruption to essential home care services," Ms Waller said.
Blanchardstown and Inner City Home Care have been contacted for comment.
A spokesperson for the HSE said terms and conditions of employment in a Section 39 agency is a matter for the employer and the employee and not a matter for the HSE.
"HSE Dublin and North East acknowledges the very valuable work carried out at Blanchardstown Home Care and Inner City Home Care and the exceptional service offered to older people in the area," the HSE said.
