Five children who were in the care of the State died last year.
A further 18 who were known to child and family services died in 2022, according to the annual report of the National Review Panel.
The report said there is a lack of services for children with suicidal tendencies and that services varied widely across the country.
The figures show that four out of five young people, under the age of 18, who died in State care last year died of natural causes. The fifth death was by suicide.
Eleven other children, or young people who were known to Tusla, died as a result of natural causes last year.
One death was accidental and the causes of a further three are unknown. Another three people died by suicide.
