A ban on evictions would be an interference in constitutional property rights of landlords, according to the Chairperson of the Irish Property Owners' Association.
Mary Conway's comments come after the Minister for Justice said that the Government will do "everything that we can" to ensure people remain in their homes this winter.
Helen McEntee said the Government is seeking the advice from the Attorney General on whether it can implement an eviction ban, to make sure such a move would not be open to a constitutional challenge.
Ms Conway said if a ban was implemented, it would cause more landlords to leave the market.
Speaking on RTÉ's Morning Ireland, she said the reason landlords are leaving is because there is "too much legislation and over-taxation".

"Really there are already adequate protections in place for tenants at this point," she said.
"The Government has to be seen to be doing something and this is a kneejerk reaction. And again, the landlords are the scapegoats," Ms Conway said.
She said landlords would like the Government to talk to them and see what supports can be put in place for landlords and tenants.
"We don't want to put people out of their homes, but landlords still need to make sure that they remain solvent somewhat," Ms Conway added.

She said what will happen is that landlords are not going to be in a position to pay their mortgages and then the banks are going to "rock up and people are going to be made homeless anyway".
Ms Conway said this needs to be worked out collaboratively with everybody to see how tenants can be supported to help pay the rent.
Analysis in August showed that the number of termination notices received by the Residential Tenancies Board in the first half of the year rose by 58%, compared with the latter half of 2021.
Almost 3,000 notices of termination were received in the first half of 2022, compared to over 1,800 in the final six months of 2021.
According to RTB analysis, most landlords are exiting the market because they want to sell their property.
