One of the HSE's most senior officials is to leave the organisation in June to take up a post at the VHI.
Anne O'Connor is the Chief Operations Officer of the HSE and played a major role in managing health services during the Covid-19 pandemic.
She spent five months as Interim Director General of the HSE in 2018-2019, pending the permanent filling of the post.
She will take up the post of Managing Director of VHI Health and Wellbeing in August.
HSE Chief Executive Paul Reid said Ms O'Connor had made an "extraordinary contribution to the health service during her time with us".
He added: "The HSE is facing into a time of significant change, and the fact that it is in a position to do so with confidence owes an awful lot to Anne's work."
