A group supporting carers is "hugely concerned" about the provisions for home support in the HSE Winter Plan, which was announced yesterday.

The plan promises 251 extra hospital beds this year plus 232 early next year.

Under the 30-page plan, approved by the Department of Health, most of the extra €600m in funding is to be provided next year - €200m will be spent this year and €400m next year.

The plan covers the period from now up to April 2021.

Catherine Cox, head of communications with Family Carers Ireland, told RTÉ's Drivetime that just 40% of daycare services have been reinstated after the peak of the Covid-19 pandemic, and that family carers "have reached burnout". 

She said the organisation has "huge concerns" over the discharge to assess model in the HSE's Winter Plan. 

Ms Cox said the initiative is designed to get patients discharged out of hospital as soon as possible, which the group welcomes, but she said it will "leave families pressurised to have their loved one out of hospital and home without the adequate care package in the home." 

She said she will be advising all family carers to ensure that their loved one does not leave hospital until a clear transfer of care is in place. 

"Carers are angry, they're frustrated and they're burned out," she said. 

Ms Cox said the 4.7 million hours promised in the plan is not enough to meet the rising demand as a result of Covid-19. 

"This will not solve the crisis that we have in the home," she said 

She said carers have "risen to the challenge" presented during Covid-19, but are "still being left behind". 

"Carers have risen to the challenge. They had to access PPE themselves. They were not treated as frontline workers. They had no priority testing. Many thousands are reaching burnout and they are still being ignored."
