Changes to accommodation arrangements and welfare rates for new arrivals from Ukraine are still being worked on by senior officials across several Government departments.
The options that are being drawn up include allowing refugees to spend 90 days in dormitory-style State accommodation after which they would have to find a place to live.
There are discussions under way too examining how children staying in these facilities would receive tuition.
There are also proposals being drafted to reduce the weekly welfare rates for Ukrainians seeking refuge here in the future.
However, the matter is "unlikely" to be finalised ahead of the Cabinet meeting tomorrow.
Tánaiste Micheál Martin will not be present at that Cabinet meeting as he is today beginning a visit to Beijing and Shanghai.
The Taoiseach has said that he would hope there would be a memo to the Cabinet in a number of weeks ,but for now there is no definite timeframe.
"It is still a matter under consideration by Government," Leo Varadkar said while speaking to the media at the opening of a new bypass in Macroom, Co Cork.
"We will probably have a memo in the next couple of weeks but I think as I said last week we really want to look at the whole situation in the round. It is not just about accommodation, it is about education, welfare, other impacts as well," he said.
