Minister for Health Simon Harris has received an expert group report on an alternative mechanism to the court process for dealing with clinical negligence claims.

It is due to be brought before Cabinet tomorrow.

The group was chaired by High Court Judge Mr Justice Charles Meenan, and has examined how Ireland can deal more sensitively and in a more timely fashion with catastrophic birth injuries, certain vaccine damage claims, CervicalCheck claims and claims where there is no dispute about liability from the outset.

The group was set up in June and was part of a commitment in the Programme for Government.

It was tasked with examining tort law as it currently applies to personal injuries, arising in the healthcare context and to consider options for reform of relevant tort law.

It also examined whether existing clinical claims management systems are adequate.

The interim report, due to be published tomorrow, will mostly deal with CervicalCheck legal cases. 

A final report on other issues is due later.
