Senior civilian managers in An Garda Síochána have expressed deep concern about changes made in the running of the police service as part of the new Modernisation and Renewal programme.

A number of managers have written to the Commissioner Nóirín O'Sullivan criticising new structures that have been put in place which they say have damaged their independence.

They are also concerned that experienced operational garda officers have been put in charge of administrative positions that could and have been previously held by civilians.

Garda headquarters said today it does not comment on matters relating to individual personnel but said the contribution of civilians in the force is highly valued.

Not all senior civilian managers have expressed concerns about the programme, but the two garda associations representing over 12,000 members, AGSI and the GRA, have already said they will not co-operate with it.
