Independent TD Finian McGrath has said that all the members of the Independent Alliance have issues they need resolved before they can sign up to the programme for government.
He said they are in discussion with individual ministers and he expects talks to go late into the night.
He said he could not say if Enda Kenny will be elected taoiseach tomorrow.
Michael Collins, Independent TD for Cork South West, has said he will be consulting with his supporters through the night before deciding how to vote tomorrow.
Earlier, Mr Collins had indicated he needed clarification on several points, including fishing and leader companies. He has since said some of his issues have been resolved.
Like Mr McGrath, he could not predict if Mr Kenny will be elected.
Mattie McGrath, Independent TD for Tipperary and member of the Rural Alliance, has said he is happy with the progress being made with ministers but added he does not know yet if agreement will be reached.
He said he met with Minister for Agriculture Simon Coveney and Minister for Transport Paschal Donohoe and has added amendments to the programme for government.
Minister for Justice Frances Fitzgerald said she hopes an agreement with independents can be reached tonight.
Speaking as she left Government Buildings this evening, Ms Fitzgerald said talks are continuing in a bid to resolve some outstanding issues with the independents.
She said that after ten weeks it is now decision time for independent TDs.
Earlier, it was agreed that the Dáil would sit tomorrow at 12pm when it will vote on electing a taoiseach following a proposal by Government Chief Whip Paul Kehoe.
The news came after Fine Gael and independent TDs met to go through a draft programme for government.
However, independent TDs are said to be unhappy with the fact the time for the vote has been announced.
A senior cabinet source earlier told RTÉ News that independent TDs were "effectively being given a deadline".
Some independents had been pressing to be allowed to consult their constituents over the weekend.

There was also controversy over the fact that the document was leaked to the media before they had a chance to read it.
Mr Kenny needs the support of six independent TDs to govern while Fianna Fáil would abstain from voting.
Labour TD Willie Penrose said it is more likely than not that Labour will vote against Mr Kenny for taoiseach.
Speaking on RTÉ's Today with Sean O'Rourke, Mr Penrose said no decision had been made yet by his party.
Cabinet timeline unclear
There is uncertainty about the timeline for nominations of ministers to their posts.
Earlier, three ministers indicated that it had been decided that these votes would take place next week but this is now under review.
Minister for Finance Michael Noonan has indicated that he expects to remain in his position; announcing today that he plans to introduce legislation on vulture funds and mortgages.
Mr Noonan this afternoon told the Oireachtas Finance Committee he intends to force vulture funds to follow the same code of conduct on mortgage arrears as other banks, ensuring homeowners in arrears have equal rights as the customers of banks should their mortgage be purchased by a vulture fund.
