A proposed memorial to survivors of institutional abuse in the Garden of Remembrance has been refused by An Bord Pleanála.
The €500,000 Journey of Light memorial project split survivors groups and was opposed by conservationists.
Objectors said it was inappropriate put a memorial to abuse on the site of another memorial to the struggle for Irish freedom.
The project was given planning permission by Dublin City Council last May but objectors appealed to An Bord Pleanála.
It was designed by Dublin-based studio Negri with Hennessy & Associates, featuring a covered passageway, lit at night, which would have led into the Garden of Remembrance.
The project would also have involved new gates to the north and west of Parnell Square.
It followed a recommendation in the report by the Child Abuse Commission.
The design was selected by a committee set up by the Department of the Education.
Conservationists objected on the basis that it would be further interference with the fabric of Parnell Square.
Following the ruling by the appeals board, the project cannot now go ahead.
In its ruling, the board said the proposed memorial would have an adverse impact on the Garden of Remembrance which is a State memorial used for ceremonial occasions.
The board said it is important to have a memorial to victims of institutional abuse, but ruled this design would overlap with an existing memorial.
