A spokesperson from the homeless charity Trust has said that a draft plan to tackle homelessness in Dublin will not work.

The plan calls for the emphasis to be put on housing rather than providing emergency accommodation.

Trust director Alice Leahy said that homelessness is a hugely complex issue and there is a clear need for emergency accommodation.

She said that that is a fact that has to be accepted.

Ms Leahy said that people will die in the cold weather, and said it should be easy for people to avail of emergency accommodation.

Meanwhile, the Dublin Region Homeless Executive has said that a reported trebling of the number of people sleeping rough is not accurate.

In a statement, the body said: "To suggest that rough sleeping has trebled is inaccurate.

"The content includes the level of contact that individuals who are homeless have with the outreach team (Regional Contact and Outreach Service) not the information on the official count on rough sleeping.

"The official count on rough sleeping in April 2013 was 94 and is comparable to April 2012, which is 73.

"We will have the information that took place from the count on November 12 2013 this week and it is expected to be an increase on the most recent count [April 2013]."
