Minister for Health James Reilly has said he is giving the Health Service Executive ten additional days to draw up its national service plan for next year.
The plan had been due to be published next week, which is 21 days after the Budget.
€666m in savings are due to be made in the health budget next year.
Mr Reilly said the National Paediatric Hospital is going ahead and work is progressing at St Vincent's Hospital for the relocation of the National Maternity Hospital.
He also said work is continuing on the National Central Mental Hospital at Portrane.
Mr Reilly said he had agreed with the National Cancer Control Programme about what things must go ahead next year.
