The Referendum Commission has begun its information campaign on the proposals to abolish the Seanad and to set up a new court of appeal.

The two referendums will be held on 4 October.

The commission has a €3.3m budget, however Chairperson Ms Justice Elizabeth Dunne said it probably will not spend the full allocation. 

The commission will start sending its guide on the referendums to two million homes next week.

Ms Dunne said the commission had used focus groups in preparing the guide.

The commission will also run an extensive advertising campaign to explain the proposals to voters.

It has an application on Facebook to allow people to check the electoral register.

Ms Dunne also said that there has been debate on the Seanad proposal, but there has not been much public discussion on the court of appeal proposal.

She hopes that changes between now and polling day.
