The Immigrant Council of Ireland has said it is dealing with an average of five serious incidents of racism a week.
There was an average of one incident a week last year.
The incidents involved attacks on family homes, verbal abuse, discrimination and threats.
The council said the main areas where people are experiencing racism are in accessing public, community and customer services, on the internet and at work.
