Around 100,000 analogue TV signal service users have still to make the switch over to digital between now and 10am on Wednesday 24 October when the analogue signal ceases.
That compares to 150,000 households in mid-September.
Minister for Communications Pat Rabbitte said consumer awareness among analogue users that the change was happening this month was at 99% according to research.
However, he said Irish people had a habit of leaving things until the last minute.
Mr Rabbitte said he was reluctant to predict a 100% smooth transfer on 24 October.
He said he was aware that some people were under the impression they could not make the switch until 24 October, but this was not the case.
