The Irish Human Rights Commission has said that proposed ''spent convictions'' legislation is too restrictive to be effective.
The Commission also suggests that the proposed legislation will not assist in re-integrating people convicted of minor offences back into society and employment.
The Observations have been submitted to Minister for Justice Alan Shatter.
