The Minister for the Environment has told the Dáil that 200,101 households have so far registered to pay the Household Charge.
Phil Hogan said it equated to an income of €20m.
The Government is expecting to yield €160m this year from the charge if all 1.6m households eligible to pay do so.
Late payment fees apply to those who register after 31 March.
Fianna Fáil's Micheál Kitt asked if local authorities would get additional money from the Minister to make up the shortfall of income if it is not collected in full.
Mr Hogan said if the €160m is not paid into the fund, services would be affected.
