A report into the drowning of two men off the Waterford coast two years ago has said safety equipment on their small boat was inadequate.

John O'Brien and Pat Esmonde drowned after going out fishing on a rigid inflatable boat (RIB) off Helvick Pier in May 2010.

The alarm was raised when the boat was seen drifting and empty with one man in the water.

The remains of both men were recovered two days later.

The report by the Marine Casualty Investigation Board states that the safety equipment carried on the RIB was inadequate.

It points out that everybody on vessels of seven metres or less in length is required to wear a lifejacket.

Neither man was wearing a life jacket.

The report added that if the reason the men came to be in the water was accidental their lives would probably have been saved if they had lifejackets on.

The report also found there were two lifejackets on board the RIB, of a type suitable for emergency use rather than constant wearing in such a vessel.
