Representatives from over 60 countries are attending a conference on web security and online crime in London.
The London Conference on Cyberspace is looking at ways to increase international cooperation in addressing issues raised by the rapid expansion of the internet.
A closed session of the conference will also deal with the growing issue around threats to international security.
No immediate agreement on the matter is expected to emerge from the forum, however officials hope it will set an agenda for future discussions.
