The organisation is currently forecasting a shortfall of approximately €68m in total revenue for 2009.
It is taking measures to address this, including pay cuts and cost savings in programme and non-programme areas.
Last year was a turbulent one in the world economy and media organisations saw huge changes in their revenue streams.
In its annual report, RTÉ is shown to have had a strong financial performance in the first three quarters of the year, but the final months saw very difficult trading conditions.
At year end, the broadcaster achieved a breakeven result, which it is statutorily required to do.
Despite its economic difficulties, audience figures across radio, television and online services remained strong.
RTÉ Director General Cathal Goan said the annual report reflects the reality that faced RTÉ and Ireland in general during 2008.
He said the organisation's focus remains on protecting output and employment.
The average staff salary was just over €64,000 in 2008.
However, details of the individual high earners or the so-called star salaries have not yet been released.
