Cork developer Owen O'Callaghan has told the Mahon Tribunal that he was unaware of a motion to rezone the Quarryvale site in 1991.
The rezoning motion was lodged on the same day that Mr O'Callaghan signed a heads of agreement with Tom Gilmartin, the original developer of Quarryvale.
Mr Gilmartin has claimed he was threatened with 'everything bar execution' to sign a second heads of agreement with Mr O'Callaghan on 15 February 1991.
He said that he was informed by councillors that they were being told by AIB not to lodge the motion until Mr Gilmartin came to an agreement with Mr O'Callaghan.
This was denied by both AIB and the councillors involved.
Today Mr O'Callaghan said that he was unaware of the motion by Fianna Fáil councillor Colm McGrath when he signed the agreement between himself, AIB and Mr Gilmartin to develop Quarryvale.
He also said that he had no involvement in moves by the late Liam Lawlor to dezone his site at Neilstown.
He said that Mr Lawlor told him that the Neilstown site - which had originally been earmarked for west Dublin's town centre - would have to be rezoned as industrial if Quarryvale was to get the go ahead.
Mr O'Callaghan said Mr Lawlor told him that he would look after it, adding that Mr Lawlor had contacted him 'out of the blue'.
