A 35-year-old man will appear before Cloverhill District Court tomorrow morning charged as part of the investigation into the death of Igors Bondarenko.
The man's body was found in Howth Harbour in Dublin, on the morning of 4 October 2006.
It was some weeks after this that the body was formally identified.
The 35-year-old was originally from Latvia and he had been living in Ireland for number of months.
A garda investigation into his death has been ongoing.
