Former lobbyist Frank Dunlop has denied that Sinn Féin councillor Christy Burke was involved in organising support for the Quarryvale development.
The tribunal is investigating a claim by former developer Tom Gilmartin that Mr Burke was the Sinn Féin representative who threatened him at the instigation of a rival developer.
Mr Dunlop admitted having a number of meetings with Mr Burke during the Quarryvale lobbying campaign in 1992.
And that he left an envelope to be collected by Mr Burke before a meeting at Dublin City Hall.
But Mr Dunlop said he believed this was information in relation to a development at Parnell Street.
He denied that he ever discussed Quarryvale with Mr Burke or met him in the company of his client developer Owen O'Callaghan
The tribunal heard that Mr O'Callaghan agreed to pay for a word processor and printer for a Sinn Féin centre in Clondalkin and also to pay the cost of a bus, which took Sinn Féin supporters to protest outside Dublin County Council.
Mr Gilmartin claims he was threatened by Mr Burke after being taken to a Clondalkin pub by Mr O'Callaghan.
