The European Union has criticised Bosnia and Herzegovina for rejecting an EU-drafted police reform plan.
The EU said this would undermine the conclusion of talks on a key agreement for closer ties.
EU Enlargement Commissioner Olli Rehn said in a statement: 'Without an agreement on police reform in accordance with the EU's principles, the EU is unable to conclude a Stabilisation and Association Agreement with Bosnia and Herzegovina.'
