The Chairman of the Garda Complaints Board, Gordon Holmes, has criticised the Garda Commissioner, Noel Conroy, for taking no further action in minor breaches of discipline referred to him by the Board.
Gordon Holmes also said gardaí had a total inability to apologise for their mistakes.
Mr Holmes was speaking at the publication of the Garda Complaints Board Annual Report 2006, where he also called for a reappraisal of the licensing laws.
He called for the review in the light of public order offences and as a result of what happens throughout Ireland at closing time.
Many complaints made against the gardaí are by people who are frequently too drunk to remember what happened, he said.
He also said that a much higher percentage of complaints were made against gardaí who enforce the penalty points system by people upset by the penalties imposed.
The report showed that there were 1,223 complaints against the gardaí in 2006, an increase of 8.6%.
