Nuala O'Loan - Report issued yesterday

Northern Ireland's policing board plans to question the PSNI Chief Constable about yesterday's report by the Police Ombudsman, Nuala O'Loan.

The report said that senior special branch officers had colluded in murder with loyalist paramilitaries.

The policing board's chairman, Desmond Rea, said the board planned to discuss with Hugh Orde the ombudsman's finding that police officers had been evasive and non-cooperative during her investigation.

'That is something we will be addressing at the meeting tomorrow. We will be addressing that first and foremost to the Chief Constable,' Mr Rea told RTÉ Radio's Morning Ireland.

The SDLP leader, Mark Durkan, has called on the former RUC Chief Constable, Ronnie Flanagan, to resign from his position following the report.

Mr Durkan said the credibility of Mr Flanagan had been dented and the glib response of the British government was not adequate.

The former RUC chief currently heads the Inspectorate of Constabulary.

Speaking to Channel 4 News last night, Mr Flanagan said until he had 'the opportunity to read the report in more detail' he would not comment.

Asked if he took responsibility for the events catalogued in the report he said: 'No, I'd need to read the report in detail. I haven't had the chance to do that. I've been in meetings all day. So beyond the comment I've just given you I wouldn't have anything more to say.'

When questioned about allegations that this went right to the top of the RUC and therefore implicated him, Mr Flanagan said: 'No, I would refute that absolutely and categorically.'

The loyalist terrorist informer at the centre of the investigation is under armed guard in hospital.

Mark Haddock, the ex-Ulster Volunteer Force boss linked to up to 15 murders, was transferred from his prison cell to undergo surgery.

Up to four police officers are understood to be stationed at his ward in Belfast's Royal Victoria Hospital.
