Progressive Democrat Senators were to put forward radical reforms of the planning process in a Seanad motion due to be debated today.
The five senators are proposing that the Minister for the Environment, Dick Roche, establish a statutory National Planning Monitoring Committee.
The committee would advise his department on planning and regulate the implementation of Government policy and guidelines in relation to rural housing.
