Members of the country's largest union, SIPTU, have voted overwhelmingly in favour of accepting the new social partnership agreement.
The union's endorsement of Towards 2016 is seen as a key step towards its eventual ratification by all parties.
After a nationwide ballot, SIPTU said the deal was approved by a 72% to 28% margin.
SIPTU will now cast its votes in favour of the agreement at a special ICTU conference on 5 September.
The union's General Secretary, Joe O'Flynn, said progress on measures to combat exploitation and the threat of displacement and moves to enforce labour standards had been a key factor in the vote.
