The Garda Inspectorate is to assess the gardaí to identify strengths and weaknesses in the force.
The operational and administrative assessment will also recommend areas for closer examination and improvement.
The review will examine time reduction and public safety strategy, resource and manpower allocation and employment and the forces technology systems.
Meanwhile, the Government announced the employment of two deputies - a chief of police from Minneapolis in the US and another from Ontario in Canada - to join the Chief Inspector of the Garda Inspectorate.
