People in Northern Ireland are being urged by the PSNI Chief Constable to work with the police to prevent crime.
In his latest annual report, Sir Hugh Orde said his officers could not do it all on their own.
He said the report gave an insight into some of the policing successes of the previous 12 months but also highlighted the challenges which lie ahead.
He said: 'Police officers can not meet these challenges alone. We need members of the public to report crime, work with police to prevent crime and sit down with us to look how we can work together to make Northern Ireland safer for all.'
He added that policing in Northern Ireland was constantly changing and could not afford to stand still.
'Police officers and police staff are pushing forward the edges of policing to look at new and innovative ways of preventing and solving crime,' he added.
The PSNI published its annual statistics for 2005-06 last month.
However, the 12-page annual report takes a look at policing in the past year.
