A group of law experts has said that thousands of people on low income are not eligible for civil legal aid because of an out-of-date system for means testing.
The Independent legal group, Free Legal Advice Centres, has called for reform of the system.
Under the present rules a person must have a disposable income of less than €13,000 and cannot have capital assets, such as property exceeding €320,000, to qualify for civil legal aid.
