The United States has said it may begin demanding passenger lists from foreign airlines for planes that overfly US territory on their way to other destinations.
Currently only planes that land in the US must send passenger lists before they begin their journeys.
US officials say the new measure will be aimed at preventing planes being hijacked over US territory and crashed into targets on the ground.
However the proposal has been condemned by airlines in Europe, Canada and Mexico.
