An Bord Pleanála has upheld a decision by Dublin City Council to refuse permission for a 26-storey tower in Donnybrook.
Developers Partenay Ltd wanted to build the glazed tower in the middle of Donnybrook village along with an underground car park.
Local residents and representatives had objected to the development.
The council refused permission in September. An Bord Pleanála today upheld the decision saying the height and scale of the planned building were excessive and would detract from the established amenities and character of the area.
