The Government is to set up a strategic monitoring group to oversee the implementation of the first National Action Plan Against Racism.

The plan, which has been three years in the making, was launched by the Taoiseach and Minister for Justice this afternoon. It is to form the cornerstone of the Government's anti-racism strategy.

The strategic monitoring group, which is to be chaired by businesswoman Lucy Gaffney, will have an annual budget of €1m, and will be able to make targeted interventions to assist in the implementation of the plan.

The plan has five primary objectives which will be implemented using a system wide approach.

These include effective protection and redress against racism, economic inclusion and equality of opportunity, the accommodation of diversity in the provision of services, a recognition of diversity and encouraging the full participation of minority groups in Irish society.

Bertie Ahern said the publication was a clear demonstration of the Government's commitment to adapt policy to the changing circumstances of a more diverse Ireland.

The Minister for Justice, Michael McDowell, described the plan as an important step in fostering a community free of discrimination, where emerging diversity is acknowledged and accommodated.

The Irish Refugee Council welcomed the publication of the plan, but said the stated commitment to promoting inclusion, protection and participation rang hollow for asylum seekers and refugees, given that other State policies impede integration.
