The head of the International Atomic Energy Agency, Mohamed Al-Baradei, has warned of a race against time to prevent terrorists getting their hands on nuclear materials.
At a conference in Washington, Dr Al-Baradei expressed broad support for a new arms control plan that would commit the major nuclear powers to making concessions in the interests of global security.
But he warned of the dangers of allowing materials such as enriched uranium or plutonium to fall into the wrong hands.
