The Oireachtas Joint Committee on Health and Children has published a report on alcohol misuse by young people.
The report recommends a complete ban on all alcohol advertising, a 50 to 100% increase in excise duty on alcopops, and the establishment of a National Alcohol Control Centre.
The report also recommends that suppliers of alcohol be required to have identification, such as a barcode, on each item of alcohol sold.
It also calls for Local Authorities to be required to issue a report on local levels of drinking in public parks by young people; price controls to be introduced on non-alcoholic drinks; and a national training programme to be established for all front-of-house security staff.
The appointment of specialist alcohol nurses in each hospital emergency department has also been recommended.
