The Planning and Payments Tribunal has warned that it could take another 11 years to finish its investigations and that its resources are at breaking point.

In the fourth interim report, the tribunal's chairman, Judge Alan Mahon, says the tribunal needs more staff and discretion to decide whether allegations are worth pursuing.

He says the module, Quarryvale 2, will not be finished until next year and that a number of inter-linked modules including Carrickmines 2 will last until 2007.

The report does not say when the tribunal will be ready to issue its next set of findings on corruption allegations.
