The Labour Party has said the Government's plan to decentralise the public service is beginning to unravel.
The comments from Labour's Finance Spokesperson Joan Burton followed an admission by the junior minister responsible for the planning of the scheme that some parts might not be completed on time.
In last December's Budget, the Minister for Finance, Charlie McCreevy, said the deadline for the programme was December 2006.
But speaking on RTÉ Radio, Minister of State Tom Parlon conceded that some parts of the project might not be completed until the end of 2007.
Mr Parlon said that these delays were because of a combination of lengthy procurement processes and the fact that most buildings would take at least two years to construct.
