Fianna Fáil TD GV Wright has been accused at the Mahon Tribunal of receiving a £2,000 bribe in Leinster House to get land rezoned in Portmarnock.
Lobbyist Frank Dunlop claimed he handed over the cash in the visitor's bar in 1993, wrapped in a newspaper.
He said the then Senator was among four Fianna Fáil councillors who were paid money in 1993.
He claimed that Cllr Sean Gilbride also received £2,000 while Cyril Gallagher and John Larkin, both now deceased, got £1,000 each.
Mr Dunlop told the tribunal the money came from a £10,000 payment to him by landowners Denis Mahony and Noel Fox, who told him 'they knew the way the world worked'.
Mr Fox later abandoned rezoning plans because of huge local opposition but 30 acres in Drumnigh belonging to prominent car dealer, Denis Mahony, were redesignated as residential.
Mr Dunlop claimed he was introduced to the two men by GV Wright and that he later got a £2,000 success fee from Mr Mahony.
Meanwhile Judge Alan Mahon said he would defer the question of costs concerning Liam Lawlor until after legal advice.
