Figures released by the Government show an average drop of 53% in requests under the Freedom of Information Act since the beginning of the year.
The Act was amended in April, restricting the information available, and charges were levied on requests from July.
Fine Gael leader Enda Kenny said the coalition was 'strangling' the act, and that his party in office would reverse the changes introduced by the Government.
