The Fine Gael Councillor Liam Cosgrave has launched a scathing attack on the Flood Tribunal's procedures and on the lobbyist Frank Dunlop.
Councillor Cosgrave made a surprise appearance at the Tribunal today and made a submission through his lawyer after he was refused permission to address the Tribunal in person.
He challenged Mr Dunlop to make his allegations of bribery outside the Tribunal to allow Mr Cosgrave to sue for defamation.
