Flood Tribunal evidence on land re-zoning process

The Flood Tribunal has heard that attempts to have land re-zoned in Dublin were unlikely to succeed without the help of elected councillors.

The Tribunal is examining procedures for re-zoning land in Dublin in the early 1990s.

Former council officer, Sinead Collins, said she believed proposals to re-zone land rarely got through unless a councillor agreed to draft and support a motion.

She said that councillors had a duty to consider all proposals submitted during the consideration of a development plan, even those which were not the subject of a motion at a meeting.

However Ms Collins added that it was her belief that, in general, unless someone went through the elected councillors, their request for changes to the development plan would merely be noted by the local authority.
